Mr Chapagain holds a MDM (Master in Development Management) degree from the Asian Institute of Management, the Philippines, and a MBA and Bachelor in Agriculture from Tribhuvan University Nepal. He has participated in national and international training courses/seminars on: small business and microfinance promotion, information management systems, project cycle management, project monitoring and appraisal, and training of trainers.

Has over 22 years of professional experience (including initial 10 years education and government sector) and competency in designing, implementing and evaluating development interventions mostly in Nepal and some in Bangladesh and Republic of South Africa with development programs and projects, para-government and government institutions. Has worked with or undertakings of UNCDF, UNICEF, UNDP, the World Bank, EU, GTZ, DfID, Finnish embassy, DANIDA, USAID as a professional in missions of international experts, independent consultant, and team leader or coordinator in carrying out a number of assignments. The exposure included a wide spectrum of development fields/sectors with a very high degree of familiarity with decentralization and governance (particularly fiscal decentralization and strengthening of sub-national government units), program cycle management, organization development, small and micro enterprise and microfinance promotion and community mobilization.

Specific achievements during the last 13 years include design and implementation of (i) over 50 organization development, capacity building training and workshops; (ii) over 20 project/program evaluations, studies and assessments; (iii) development of a bottom-up result oriented poverty monitoring system and indicators; (iv) policy studies related to decentralization and fiscal decentralization; (v) studies and packages related to effectiveness of local bodies and for their strengthening; (vi) and design of performance management framework and MIS for a project in Bangladesh, an unique microfinance project for hill women in Nepal, and design and piloting of social organizational support approach for community oriented trail bridge building and forest management
